Why do ordinary citizens engage in political corruption? Using original data from post-Soviet Central Asia, Kelly McMann found that individuals decide to bribe, use personal connections, and sell their votes only when alternatives, including family members, market actors, and societal groups, cannot provide the resources they need. She shows how market reform eliminates these alternatives for some people and therefore encourages them to engage in corruption.
