We take greate pleasure in inviting you to an open seminar in the Refleks-series – a cooperation between NUPI, the Norwegian Ministry of Foreign Affairs and the International Crisis Group.

THE RESPONSIBILITY TO PROTECT!

 

In 2005, world leaders reaffirmed that states have the primary responsibility to protect their own populations, but that the international community must act when these governments fail.

 

Is the international community willing to take the necessary action to protect civilians, through peaceful, preventive action, but also – in exceptional cases – through the use of force?

 

Does the “responsibility to protect” principle challenge or complement existing international law?
