Supporting the broader nuclear disarmament and arms control process: The role of Europe

While primary responsibility lies with the nuclear weapon states, the global revival of the debate in the field of nuclear disarmament and non-proliferation requires a response from Europe if the political objective of a world free of nuclear weapons is to be achieved.

The United States and the Russian Federation will take steps to reduce their stockpiles of strategic nuclear arms. However, the reduction and elimination of nuclear weapons that have not so far been the subject of any legally binding international agreement will also be necessary in the future.

Europe has a special responsibility in this task because of the lack of transparency surrounding substantial arsenals of nuclear weapons located in the wider Europe. There is little information about the location, operational status and level of security of weapons that may represent a proliferation and nuclear security risk. The lack of a clear explanation of the role these weapons play in the military doctrines of states reduces European stability and security.

This seminar will discuss proposals for how to reduce the dangers posed by these arsenals and consider the conditions under which they might ultimately be eliminated safely.
