Since the early 2000s, the Turkish assistance to post-conflict countries seems to have shifted dramatically from military missions to civilian capacity assistance. As part of NUPI's Network Civilian Capacity project, this study offers useful information and key observations on the nature and boundaries of Turkish civilian capacity.
