The nuclear Non-Proliferation Treaty (NPT) is the backbone of an international regime comprising IAEA safeguards, international assurances for non-nuclear-weapon states, guidelines for nuclear supplies, provisions for protection of nuclear materials, export control mechanisms, nuclear weapon-free zones and other arms control measures. The Treaty links non-proliferation goals with nuclear disarmament obligations.
In retrospect, and despite setbacks, the overall impact of the NPT has been significant and gratifying. However, its achievements have been hard won, and they are increasingly contested. Its continued success is by no means guaranteed. Since the 2000 NPT Review Conference a number of new challenges to the non-proliferation regime have emerged.
This publication contains a set of policy briefs on ways to enhance the viability of the non-proliferation regime. Some of them address issues which have been considered throughout the history of nuclear arms control, but which have not been discussed at previous Review Conferences.
