Rapporten gir en kort gjennomgang av behovene for sikkerhetssektorreform (SSR) i Sør-Sudan, samt hva relevante internasjonale aktører gjør når det gjelder SSR.

Given the scale of the challenges across the security sector in Southern Sudan and the range of international actors engaged in it, the main aim of this report is to recommend potential ways for the Joint Donor Office (JDO) to usefully contribute to security sector reform (SSR) efforts in Southern Sudan. The report first assesses the current security situation and maps the players involved in the security sector and their reform efforts – including those of the JDO. Furthermore, it suggests a number of recommendations on how the JDO could be involved in a best possible manner given its mandate, resources and restrictions. It concludes that the JDO could play a facilitating and enabling role, working to ensure that initiatives and activities across the security sector amount to more than the sum of their individual parts. A range of options for the JDO and partner countries to consider in terms of the level and purpose of engagement – mainly based on OECD/DAC g uidelines – are described at the end of the report.
