International Institutions, States and Conflict in a Non-Polar World: Political and Strategic Challenges for Norway

The international system is changing. The transition from a unipolar system dominated by the United States to a multipolar or non-polar system may entail an unprecedented configuration of relations between states. In this system, a number of emerging and resurgent players compete for power and influence. This alters the patterns of international power, particularly if contrasted with the patterns of the 1990's.
The seminar seeked to explore questions such as:
- What kind of resources and capacities can empower states in a multi- or non-polar international system?
- How do these capacities display themselves at a regional level?
- And what are the consequences for international institutions, small states and their Armed Forces?
