The report explores recent developments within international peacekeeping, peacemaking and peacebuilding operations with regard to use of civilian roster capacities, and compares recent developments in the Nordic region. It then recommends how the Norwegian Standby Roster for Civilian Observers (NOROBS) can be further developed to meet future needs of international operations, as well as how the Norwegian Ministry of Foreign Affairs can make better and more strategic use of the Norwegian civilian capacity mechanisms at it disposal through a national Whole-of-Government.
