The Norwegian Institute of International Affairs (NUPI), the United Service Institution (USI) and UN Department of Peacekeeping Operations (DPKO), co-organized, in cooperation with the Governments of India and Norway, the international conference entitled “Peacekeeping Vision 2015: Capabilities for Future Mandates” in April 2011. The nature of United Nations peacekeeping has undergone significant transformation in recent history. Missions of today and the future are likely to face challenging and rapidly evolving operating environments, characterized by a wide range of risks from geographical and environmental challenges to threats from spoilers to the peace.
Mandates are increasingly diverse and complex, covering a multitude of functionalities, many of which require multifaceted mission-wide approaches and are often little understood by peacekeepers, both civilian and uniformed. This includes the requirement of protection of civilians, which increasingly lies at the heart of UN peacekeeping mandates. It further encompasses, among other dimensions, early peacebuilding roles of peacekeepers and effective and robust response to threats and challenges on the ground. These realities have concrete impact on the capability requirements for United Nations peacekeeping.
The initiative seeks to link policy development and related efforts at the strategic level to operational practice in the field by exploring the capabilities needed to respond to changing requirements. Special attention will be given to the topics of operationalization of protection of civilians, including conflict-related sexual violence, as well as operational standards for infantry battalions in United Nations peacekeeping operations.
