The aim of the study is to consolidate the knowledge available on the practice and training towards an efficient protection of civilians in peace operations by civilians and police personnel. The project will draw on fieldwork undertaken in Khartoum and Juba in 2007, and be part of ACCORD’s work towards developing a protection of civilians training manual which aims at contributing to the understanding and operationalisation of civilian protection in peace operations. The handbook will clarify what is meant by civilian protection in the peace operations context, and it will provide guidelines on the specific roles and responsibilities of the different categories of peace operations personnel in the execution of their protection mandate.

 

The handbook will be used as a training tool to support civilian protection training courses, and as a self-study and reference tool for those who are unable to participate in a training course (more on the handbook in ACCORD’s plans). In the present planning and implementation landscape around UN missions which increasingly tend towards more integration (both at the planning stage through IMPP, as well as in the field), the importance not only of such training modules, but also of this type of knowledge, is crucial.

The focus of this study will be general in character, although informed by previous fieldwork in Sudan. At a more conceptual level, the project will focus on the knowledge available to peace operations planners and trainers in planning and training for Integrated missions, and the extent to which they are able to acquire an appropriate understanding of the situation on the ground, as they develop strategies for stabilization in a particular country. Furthermore, the project will seek to understand the extent to which the doctrinal developments take into account the main challenges perceived on the ground, and the extent to which there is a “knowledge gap” between the development of doctrine and the requirements of a specific mission. The aim is to provide policy recommendations on how to bridge this gap, and how to include this in training programs.
