This project seeks to assist policy makers in unlocking conditions of protracted displacement, the scale and dimensions of which demand an urgent global response. Drawing on historical and contemporary case studies of intrastate/ideological conflicts (Central America) where protracted displacement has been resolved, regional insecurity (Somalia) and sectarian/ethnic violence (Iraq), the project will develop an analytical framework for understanding the relationship between refugee movements, conflict and peacebuilding and proposes a methodological innovation which links the top down perspectives of the state and regional conditions which underpin protracted displacement with an exploration of ‘people-based’ perspectives related to the displaced populations themselves. The project intends to contribute directly to academic debate, and policy and practice issues relating to refugees, IDPs, conflict, security, humanitarian response, and development through direct engagement with stakeholders at the regional level and the dissemination of findings through a range of publications and the expansion of a web portal on protracted displacement situations.
