Network: Civilian Capacity for Peace Operations in a Changing World Order
This project has established a South-South-North network with partners in Brazil, China, India, Indonesia, Norway, Russia, South Africa and Turkey. The purpose of the network is to share information and experiences on the development of policies, strategies, mechanisms and structures in each of these countries, with a view to:
- helping each other to build their respective national capacities to mobilize civilians for international peace operations, and
- to work together to build momentum for, and in support of, regional and the international civilian capacity agenda.
Participating in the network help members to gain information and knowledge that improve their ability to develop their own respective national civilian capacities. The network will also enable the partners, and their respective governments, to play a more concerted effort in identifying, articulating and advocating those civilian capacity issues that need to be addressed regionally and internationally.
Each of the countries identified in the project play a leading role in various regional and international fora, and they can act as catalyst to further encourage the mobilization of civilian capacity in their respective regions and networks (e.g. ASEAN, AU, IBSA, BRICS, etc.).

This project has undertaken a joint baseline study in 2012. A baseline study was undertaken in most of the countries that participate in the project, and these country cases studies have been synthesized into an overall baseline study report.

The project will also convene a Network Seminar in November 2012 where representatives from all the partners will come together to consider the baseline study report and to exchange information about their respective approaches to civilian capacity.

This programme is supported by the Norwegian Ministry of Foreign Affairs. The programme operates under a grant that runs over 2 years from 2012-2013.
