This project aims to investigate and operationalise the preventive aspect of the responsibility to protect (R2P), as formulated in the 2005 World Summit Outcome Document (A/RES/60/1). In particular, it focuses on so-called ‘root cause prevention’. Thus, it deals with several of the issues highlighted in the UN Secretary General’s recent report (A/63/677) under the headings of ‘the protection responsibilities of the State’ (pillar one) and ‘international assistance and capacity-building’ (pillar two). The research will concentrate on four themes: the role of identity construction in the occurrence of mass atrocities; gender-based violence viewed as mass atrocities; the links between ‘root cause prevention’ and peacebuilding; and normative underpinnings and implications of ‘root cause prevention’. The project’s findings will be published in research reports and policy briefs.
