The project builds on earlier fieldwork in the DRC and the security sector reform (SSR) processes in the country. The project will examine the development of a Congolese security sector as the major perpetrator group of sexual and gender-based violence (SGBV).
The main recommendation of the report is to stop seeing sexual violence as solely a ‘gender issue’ that is usually met with scepticism or, at best, dealt with on an ad hoc basis. Instead, it should be regarded as a key security threat against civilian Congolese and a central component of future work on SSR.
