The project seeks to generate knowledge on the challenges facing civilian capacities within UN peacekeeping and peacebuilding operations, as well as recommending ways in which they can be addressed.

Historically, many countries and regional organizations, such as the African Union, have emphasized the development of capacity for the military and more recently also the police dimensions of peacekeeping and peacebuilding. There is now, however, a renewed interest internationally in strengthening the civilian capacity of such operations. A number of recent reports and initiatives highlight the need for a multidimensional approach to stabilization, peace operations and peacebuilding.

A 2010/11 UN system-wide capacity review provides a unique opportunity to direct attention towards this issue. NUPI has been actively engaged in the process in various ways, for instance by providing a report on the civilian capacity that resides in NGO rosters. NUPI will continue to support this process, particularly through research informed by the UN system-wide review.
