This project will focus on synergies and challenges of the transition between peacekeeping and peacebuilding.

There is broad consensus in the policy, academic and practitioner communities that peacekeeping and peacebuilding is closely interlinked. In practice, however, many of the main stakeholders approach peacekeeping and peacebuilding in separate policy and operational spaces, and often follow a sequenced model, where the one body or department only takes responsibility after the other has completed its engagement with a particular peace process.

In the UN context, a number of peace processes will be transitioning from being supported by a UN peacekeeping operation to being supported by a special political mission/peacebuilding office, and these transitions will signify a shift from peacekeeping to peacebuilding. In some cases, like Liberia, the country focus will shift from the UN Security Council to the UN Peacebuilding Commission.

NUPI will follow these processes closely as well as support the DPKO in developing policy guidelines on this issue. A key event will be DPKO’s presentation of the draft policy on the peacekeeping-peacebuilding nexus to the 2012 session of the Special Committee on Peacekeeping (C-34). NUPI has supported the DPKO in this policy development process by hosting a seminar on the topic in 2011, and will continue to do so in the follow-up phase. Research conducted will seek to provide increased clarity among UN and AU policy makers and practitioners about the peacekeeping and peacebuilding nexus. For instance, there is a need to consider how best to integrate the AU policies on post-conflict reconstruction and development and peace support operations.
