This project seeks to contribute to ongoing process of mainstreaming the Protection of Civilians into the African Peace and Security Architecture.
The Protection of Civilians (PoC) has in the last decade come to the fore as one of the central tasks of UN peacekeeping. At the UN level, considerable progress has been achieved with the operationalization of Protection of Civilians in peacekeeping missions. In 2011 DPKO developed a framework to assist peacekeeping missions in drafting, implementing, evaluating and reviewing their protection strategies, and training modules on the protection of civilians.
At the AU level, and through the PSOD, draft guidelines have been developed for the protection of civilians in AU peace support operations in 2010. While these guidelines are still not finalized, TfP NUPI supported the work of the PSOD in 2011 to further build a common understanding of PoC within the AU and among key stakeholders.
Having worked on PoC since 2006, NUPI possesses key knowledge of the processes concerning the protection of civilians both through desk reviews, empirical field research and headquarter interviews. NUPI’s research will continue to contribute to the policy development and implementation processes at both the UN and the AU.
