In 1993 the Treaty on European Union defined police cooperation as a matter of common interest for the EU member states and since then the EU Council has produced a significant number of instruments aimed at enhancing police cooperation, many of which apply to the cooperation with Norway as well.
But what has been the effect of these instruments on actual practices of police cooperation in Europe?
A detailed analysis of 70 policy-instruments aimed at enhancing police cooperation adapted between 1995 and 2004 shows that about half of the instruments had no or a very limited effect on police practices. Additionally, contrary to common belief the legal (binding or non-binding) nature of policy instruments shows no correlation with their actual effect on police practices. In fact, the level of professional rationality applied during the shaping of the instrument materialises as a most relevant variable that influences the effect of the instrument on actual practices of police cooperation.

Ludo Block is a PhD candidate in Public Administration at the Vrije Universiteit, Amsterdam. He had a 17-year career within the Netherlands' police, first at the Amsterdam police and later at the Netherlands’ National Police (KLPD) as a liaison officer stationed in the Russian Federation. Ludo currently works as a senior investigator at Grant Thornton Forensic & Investigation Services in Rotterdam, The Netherlands.
