Politically motivated cyber-attacks are on the rise internationally. Such attacks can cause serious damage to the most sensitive security organizations and critical infrastructures. As a result, cyber is now often regarded as the fifth warfare and defense dimension after land, sea, air and space.

18 August Dr. Brigadier General (Retired) Ephraim Lapid will visit NUPI. The State of Israel is known for having investing for several years in the information security and cyber warfare area as an integral part of the military and national defense strategy. Mr. Lapid will share his experience from the Israeli Military Intelligence. He underlines that there are many reasons to why cyber is a real challenge when it comes to security and protection. A substantial portion of cyber-attacks are strategic attacks – the damage is caused to the most sensitive security organizations and the country's vital infrastructures. Cyber allows to attack quality targets without reaching them physically, and without the need to face defensive forces, and be exposed later on to a responsive action. A cyber-attack planned with the appropriate attack tools may strategically disrupt an intrastate system by simultaneously influencing both civilian and military systems functionality.

Dr.  Brigadier General (Ret.) Ephraim Lapid has extensive and diverse experience in the military and public affairs arenas. He holds Ph.D. in political science. During his long military career, Lapid was a senior officer in the Israeli Military Intelligence, was the IDF Spokesperson, and a senior instructor at the National Defense College.  Lapid has served in both the public and private sectors.
