EU's Global Strategy: A stronger Europe in a fragile world

Dr. Nathalie Tocci visits NUPI to talk about her book that gives an unique insight to EU's internal processes.

Natalie Tocci is Director of Insituto Affari Internazionali in Italy, and Special Adviser to the EU HRVP Federica Mogherini. Tocci played a central role in the drafting of the EU Global Strategy (European Union Strategy – EUGS). In her book “Framing the EU's Global Strategy. A Stronger Europe in a Fragile World”, Tocci offers an unique insight to the EU foreign policymaking processes and strategic understanding.

Tocci’s role as a special adviser til Mogherini, her key role of the EU’s Global Strategy and as an independant academic, gives the reader of this book access to internal processes and knowledge that you otherwise only would get access to on the inside of the decision making process. At the same time, her role as an independent researcher gives us a excellent analysis from the observer's point of view.

After reading it, former General Secretary of NATO Javier Solana said that this book needs to be read by all those who wishes to understand what the EU can and should do in the foreign and security policy landscape. In addition to to an insight in EU’s Global Strategy, this book offers a great insight into how one creates meaningful consensus in an organization with 28 member states.

The book reflects upon the development of EU’s security and foreign policy from the last 13 years since the launch of European Security Strategy in 2003. In light of the recent drastic changes in the European security situation is this a highly relevant book that not only enhance our understanding of the EUGS, but can also be a tool to better understand challenges – such as Brexit.

In addition to her role as Director and Special Advisor to Mogherini, Natalie Tocci is Honorary Professor at the University of Tubingen and editor of The International Spectator. Previously she has had research positions at the Centre for European Policy Studies in Brussels, at the Transatlantic Academy in Washington and at the Robert Shuman Centre for Advanced Studies in Florence.
