Det hevdes ofte at staten svekkes av globaliseringen. Makten som former og forestår styring har blitt spredt, fra staten til transnasjonale nettverk. Der er statens rolle fortsatt strategisk viktig, men ikke nødvendigvis dominerende. Imidlertid tyder lite på at staten betyr mindre enn før, eller har blitt maktløs i møtet med globale utfordringer. Snarere kan man si at måten staten styrer og forholder seg til ulike aktører på – nasjonalt og globalt – har endret seg. Mer vekt legges på indirekte styre gjennom soft law (charter, kommisjonsrapporter, felleserklæringer fra internasjonale konferanser o.l.), beste praksiser og delegering av styringsfunksjoner til ikke-statlige aktører.
NUPIs Centre for Global Governance er et strategisk forskningsinitiativ som vil analysere globaliseringstrender og vurdere hvilken innvirkning de vil kunne ha på statens makt og styringsstrategier i sin alminnelighet, og den norske stat i særdeleshet. Senteret vil utgjøre et knutepunkt for forskning på tvers av instituttets avdelinger og kommer til å befatte seg med fire beslektede spørsmål:
- Hvilke er de dominerende formene for globalt styre?
- Hvordan er myndigheten til å styre institusjonalisert og hvordan endres den over tid?
- Hvordan er forholdet mellom statens myndighet og makt og ikke-statlige aktører i ulike nettverk innenfor global styring?
- Hvordan kan global styring forbedres og gjøres mer effektiv og legitim?
