The Norwegian Institute of International Affairs (NUPI) has the pleasure of inviting you to a launch seminar on compulsory cyber power, and cyber power in a national and international context

Threats emanating from cyberspace are one of the fastest rising security challenges to states. These threats traverse the traditional boundaries between the public and private sectors and the military and the civil government. Understanding cyberspace therefore necessitates a holistic approach, taking into consideration not just governments and military forces, but also private industry and civil society. The sum of all these parts is often referred to as cyber power, and this seminar will discuss the character of cyber power, both from an offensive and defensive perspective. This will help us understand not just what the threat landscape looks like, but how nations as a whole can defend themselves against malicious actors in cyberspace.

• The limits of compulsory cyber powerHans-Inge Langø
   (NUPI)
   will present his new paper on compulsory cyber power. Many have written about the strategic consequences of the information revolution, but much of the debate on cyber security is focused on semantics (cyber war) or a limited number of known cases. By using an ecological approach, Mr. Langø seeks to explain the “terrain” of cyberspace and how it defines cyber power in a more systematic and structural way. This approach gives us a more foundational understanding of the character of cyber power, and thus the security implications.
• Whole-of-nation cyber powerAlexander Klimburg
   (photograph above) is a scientific researcher and senior advisor at the Austrian Institute for International Affairs (OIIP). He will discuss his work on cyber power, looking at how nations can harness and mobilize all their resources to defend and counter threats in cyberspace. His most recent work is the edited volume National Cyber Security Framework Manual
  , which provides detailed background information and in-depth theoretical frameworks to help the reader understand the various facets of National Cyber Security, according to different levels of public policy formulation.
