Breakfast seminar: China as a Development Actor in Africa
China’s role as an international development actor is growing. What is China hoping to achieve? How do African actors respond, and what are possible implications for Norwegian development policy?

China has a long tradition for development assistance, not least in many African countries. Several decades of robust economic growth, increased aid and lending and outwards investments, have made China a leading economic actor in many development countries.
China is an active participant in the UN Sustainable Development Agenda, supporting international cooperation while also promoting its own development interests and principles.
In 2018, China established the specialized China International Development Cooperation Agency, signaling a stronger emphasis on international aid and development. Does this also signal change to China’s development policies, and how do African partners as well as other strong development actors such as Norway react?
