The Norwegian Institute of International Affairs [NUPI] has the pleasure of inviting you to a seminar on:

Norway's Whole-of-Government Approach in Afghanistan

Programme (13.00-15.00)

  • Introduction: Ståle Ulriksen, Head of Department, Department of Security and Conflict Management, NUPI
  • Introduction: Cedric de Coning, Research Fellow, ACCORD and NUPI
  • Comments: State Secretary Espen Barth Eide, Ministry of Defence
  • Chair: Karsten Friis, NUPI

The seminar will be conducted in Norwegian.

A new NUPI Report recommends that Norway consider adopting a law, or high-level policy document, that makes it a requirement for Norway to have a national whole-of-government policy towards every country where it is engaged in initiatives related to peacekeeping, peacebuilding or conflict resolution. The Report Norway's Whole-of-Government Approach and its Engagement with Afghanistan recommends that such Norwegian whole-of-government strategies be limited to the higher strategic level. This will provide space for operational and tactical flexibility so that the Norwegian government can pursue coherence with local and international strategic frameworks, while also remaining flexible to changes in the situation on the ground.

The Security in Practice Seminar brings together researchers, practitioners and policy-makers who share an interest in current practices within the field of stability and security operations. The seminar series draws on resource persons within this community to share both experiences and theoretical perspectives, and aims at being a forum for open and critical debate.

The seminar is hosted by the Department of Security and Conflict Management which publishes the report series entitled Security in Practice
and Policy Briefs
.
