Ad-hoc Security Initiatives, an African response to insecurity
Cedric de Coning, Andrew Yaw Tchie og Anab Ovidie Grand skriver at ad-hoc sikkerhetsinitiativene (ASI-ene) i Sahel og rundt Tsjadsjøen representerer en ny form for kollektiv sikkerhet i Afrika. G5 Sahel Force og Multi-National Joint Task Force dukket opp fordi en håndfull afrikanske stater hadde behov for å sammen reagere på felles grenseoverskridende sikkerhetstrusler. Det eksisterende afrikanske sikkerhetssamarbeidet APSA var ikke tilpasset truslene. Til tross for at Den afrikanske union (AU) og partnere har investert betydelige beløp i African Standby Force, har ikke denne fredsbevarende beredskapsstyrken vært tilpasningsdyktig nok til å løse sikkerhetsutfordringene i Sahel-regionen. De Coning, Tchie og Grand sporer fremveksten av en ny type ASI, undersøker hvordan den tetter sikkerhetshullet og analyserer hvorfor African Standy Force ikke var i stand til å møte utfordringene i Sahel. De vurderer hva utviklingen har å si for APSAs fremtid, samt hvordan APSA kan samarbeide tettere med ASI-er i fremtiden.
Standby security arrangements and deployment setbacks: The case of the African Standby Force
The African Standby Force (ASF) is a key mechanism for advancing African agency in addressing the continent’s peace and security threats. The African Union (AU), regional economic communities (RECs) and regional mechanisms (RMs) have previously deployed stabilisation missions and ad hoc security initiatives (ASIs). Yet these deployments don’t strictly reflect the principles envisaged in the original ASF make-up and authorisation processes. In this report, the authors argue that the future of the ASF future should be seen as an opportunity for the AU and RECs/RMs to standardise the quest for African agency and adopt an agile approach that aims for better partnerships between the RECs, ASIs and member states.

Med Russlands invasjon av Ukraina har europeisk tryggleik blitt sett i høge beredskapen og betydninga av både EU og NATO forsterka. Val av ein meir isolasjonistisk president i USA igjen i 2024 eller 2028 kan ikkje sjåast bort frå. Å auke europeisk tryggleik og forsvar bør derfor vere eit sentralt mål for både Noreg og europeiske allierte, skriv NUPI-forskar Pernille Rieker i denne policy briefen. Ei slik europeisering bør sjåast som eit supplement til Noregs NATO-medlemskap, men bør innebere ei meir seriøs investering i ulike initiativ tatt av EU og viktige medlemsland (Frankrike og Tyskland), og dessutan initiativ tatt av Storbritannia. Styrking av nordisk tryggleik og forsvarssamarbeid bør også sjåast på som ein reiskap for ei svært velkommen europeisering av norsk tryggleiks- og forsvarspolitikk. Når Sverige og Finland no går inn i NATO og Danmark vender tilbake til EUs felles tryggleik og forsvarspolitikk (CSDP), er potensialet for nordisk tryggingssamarbeid som eit middel i ei slik europeisering stort, ifølgje denne policy briefen.

The Amazon rainforest and the global–regional politics of ecosystem governance
This article examines the global–regional politics of ecosystem governance through the case of the Amazon rainforest. Despite the bourgeoning literature on global and regional environmental politics, the interplay of these dynamics in ecosystem governance has still received limited attention. I here propose that the politics of ecosystem governance are rooted in a dispute over the realization of alternative ecosystem services. When global actors become invested in promoting ecosystem preservation to secure the realization services with diffuse benefits, it can affect cooperation at the regional level. Ecosystem-adjacent states can perceive external interest as a threat, building regional cooperation as a tool to defend sovereignty, but also as an opportunity, using it to bargain the terms of their stewardship. I use this framework to trace the evolution of regional cooperation in the Amazon, demonstrating how it was developed in response to this ecosystem's growing global salience. Through defensive sovereignty and bargained stewardship, regional cooperation helped Amazon states to cap international commitment and limit external influence in the region but also allowed for building some form of coordinated ecosystem protection. The research sheds new light on both the potential and the limitations of global–regional engagements for the preservation of the Amazon and other analogous cross-border ecosystems.
Norway needs energy and security policy coherence
I denne policybriefen argumenterer Paula Kivimaa og Kacper Szulecki for behovet for å koordinere energi- og sikkerhetspolitikk for å bedre møte de viktigste globale utfordringene: trusselen fra Russland, uventede sjokk knyttet til sabotasje og terrorisme, men også klimaendringer. Norge har ikke slike samordningsmekanismer. Dette er en potensiell svakhet i sammenheng med energiomstillingen og geopolitiske endringer. Formalisert politisk koordinering er ønskelig fordi det ikke bare gir effektivitet, men også åpenhet og demokratisk ansvarlighet.
