Vil et mer ydmykt Nato være et sterkere Nato?

Natos fortelling om seg selv har forandret seg. Men denne fortellingen får neppe mye støtte andre steder i verden, skriver forfatterene av denne kronikken i Aftenposten. Nato fyller 75 år og omtaler seg selv som «verdens mest vellykkede militærallianse». Som alle andre levedyktige internasjonale aktører må Nato kunne se seg selv i speilet, reflektere kritisk over egne handlinger for fortsatt å ha legitimitet i egen befolkning og i verden der utenfor, og om nødvendig justere kursen. Denne kronikken, som er basert på en lengre analyse i tidsskriftet Contemporary Security Policy, er et forsøk på å bidra til denne refleksjonen.

Reinforcing Trust, Evoking Nostalgia and Contrasting China: Japan's Foreign Policy Repertoire and Identity Construction in Myanmar

I etterdønningene av militærkuppet i Myanmar februar 2021, fordømte vestlige land og EU kuppet umiddelbart. Videre innførte de målrettede sanksjoner mot militære ledere og militæreide selskaper, og omdirigerte essensiell humanitær bistand til NGO-er. Japan valgte derimot å verken slutte seg til sine demokratiske allierte eller fullstendig suspendere sin bistand. Til tross for en lang og komplisert førkrigshistorie og begrenset engasjement etter 1988, gjennomgikk forholdet mellom Japan og Myanmar en revitalisering mellom 2012 og 2021. I denne artikkelen argumenterer forfatteren for at en av nøkkeldrivkreftene for de to statenes moderne relasjon er identitetskonstruksjon. Med utgangspunkt i litteraturen om relasjonell identitet og utenrikspolitiske repertoarer, viser artikkelen hvordan diskursive uttalelser og praksiser fra et nettverk av japanske identitetsentreprenører aktiverer, forhandler og reforhandler identitetene til det japanske “selvet” og dets “andre”. Gjennom en analyse av intervjuer med eliteaktører i Myanmar og Japan, studerer artikkelen Japans konstruerte identitet som en utviklingspioner i etterkrigstiden, økonomisk stormakt, fredsfremmer og diplomatisk megler. Den finner at Japan konstruerer sin identitet både temporalt, i form av nostalgi (natsukashisa) og lengsel etter Japans etterkrigstid som industriell stormakt, og romlig i form av Japans juridiske, moralske og industrielle dominans over andre land involvert i Myanmars utvikling, særlig med tanke på Kina.

US and UK Elections: Implications for NATO and Northern European Security

This report was written before President Joe Biden withdrew from the 2024 US President Elections. An updated report can be found here: https://www.nupi.no/en/publications/cristin-pub/us-and-uk-elections-implications-for-nato-and-northern-european-security2 Elections on both sides of the Atlantic have highlighted diverging views and increasing tensions over the importance of the security alliance, which celebrates its 75th anniversary this year. The most impactful election will undoubtedly take place in the United States, where the two candidates present Europe with remarkably different challenges. The re-election of President Joseph Biden to a second consecutive term in office will largely represent continuity albeit few clear incentives to undertake the transformational changes necessary for Europe to adapt to an increasingly volatile security landscape. On the other hand, if former President Donald Trump secures a second term in the Oval Office, Europeans could see their transatlantic security alliance thrown into turmoil and could be forced to consider difficult and uncomfortable steps to strengthen their own security. Voters will also head to the polls across Europe, including in the highly anticipated European Parliament elections, which will shape the composition of the next iteration of EU institutions. However, most notable for Northern European security will be elections in the United Kingdom on July 4th, which could lead to a change in the governing party for the first time in 14 years. A recent commitment by Downing Street to increase defence spending to 2.5 % by 2030 – reaching £87 billion in that year – has upped the ante towards its Labour opposition, which has suggested a similar increase but without providing a specific timeframe. As the NATO Alliance prepares for a 75th anniversary celebration in Washington, DC, questions loom regarding its capacity to deter a potentially emboldened Russia, particularly considering the Kremlin’s recent advances in the war in Ukraine, now entering its third year. This analysis assesses the implications of the upcoming elections on both sides of the Atlantic. It combines perspectives from the United States, the United Kingdom, and Norway, and assesses implications for NATO, the ongoing war in Ukraine, and future security in Northern Europe.

Unpacking the Nexus between Stabilization and Climate, Peace and Security

This policy paper explores the evolving nexus between stabilization and climate, peace, and security (CPS) in conflict-affected settings, particularly in Africa. It examines how stabilization has been interpreted and implemented through UN peacekeeping operations, African-led interventions, civilian-led efforts, and emerging climate stabilization approaches. Recognizing the increasingly complex interlinkages between environmental degradation, fragility, and insecurity, the paper calls for an adaptive stabilization framework that integrates CPS perspectives. Through case studies in the Lake Chad Basin and Liptako Gourma, the paper illustrates how adaptive, people-centered, and context-specific interventions can strengthen resilience and support sustainable peace. Recommendations are offered to guide the integration of CPS into stabilization strategies, ensuring more coherent, accountable, and inclusive responses to multifaceted risks.

Pragmatism and protest: Russia’s communist party through Covid-19 and beyond

Covid-19-epidemien kom på et sensitivt tidspunkt for Russlands lederskap, som var i ferd med å igangsette en politisk omstart og strukturelle reformer, inkludert et forsøk på å fjerne presidentperiodebegrensninger. Denne artikkelen undersøker hvordan spørsmål knyttet til pandemien genererte nye muligheter for den systemiske opposisjonen, Kommunistpartiet i Den russiske føderasjon, som fremsto som epidemiens viktigste vinnere. Den ofte undervurderte rollen til systemiske opposisjonspartier i valgautoritære systemer, som balanserer mellom «stemme» og «lojalitet» for å gagne både seg selv og regimet, analyseres her i lys av Covid-19-krisen.

United Nations Truce Supervision Organization Role, Relevance, Function, and Utility – Lessons for Future Peace Operations

The aim of the study is, firstly, to assess the role, relevance, function, and utility of UNTSO, and secondly, to identify what lessons can be learnt from UNTSO’s model and experience that can help to inform the future of UN peace operations in the context of the UN Secretary-General’s policy brief on a New Agenda for Peace, as well as in the preparations for the Summit of the Future. The effectiveness of peace operations is dependent on the political backing, financial support, and deployment of trained peacekeepers by the UN Member States. While recognising the important roles of the UN missions, the UN Secretariat, host states, and other key stakeholders and contributors, the primary audience for the present study’s findings and recommendations is the UN Security Council and UN Member States. Although the study is primarily focused on UN peace operations, it is suggested that the findings can also be informative for strengthening the role of observers in other organisations, including regional organisations, and can enhance cooperation between different organisations in dealing with peace and security issues. As outlined in Our Common Agenda, an emerging “networked multilateral system” requires enhanced and specialised capabilities, and broader thinking for wider application and cooperation beyond the immediate organisation and structure of current peace operations.

The Arctic Barometer: Measuring Expert Predictions on the Arctic Region

Making predictions in a highly uncertain environment is always a hazardous enterprise. Confronted with global warming, the future of the Arctic region has been often debated, both in terms of the scope and the speed of expected changes, including the future of resource development, the opening of shipping routes, and the evolution of multilateral fora. These predictions have come from different sources: governments through different policy papers and statements, the media, civil society, and academics, to name but a few. It can be difficult to account for this vast and diverse array of predictions, considering that each actor has interests to promote. We decided to develop a survey asking different actors to make predictions about possible Arctic geopolitical developments. Instead of letting individuals make their own predictions on the topic of their choice, we selected plausible scenarios and prompted respondents to evaluate if these developments were likely or unlikely to happen. Scenarios were developed to be both visible and concrete: we can evaluate if the scenario unfolded or not during a certain time period. For example, we can observe if Russia violated the airspace of another Arctic state, if Greenland reached state sovereignty, or if the U.S. deployed a freedom of navigation operations in the Arctic region. In total, our scenarios covered two dimensions: governance and security. On governance, potential developments around diplomatic initiatives or multilateral cooperation were tested. On security, the possibility of military conflict in the region or of military intrusions were considered. Two main objectives justified this approach. First, we wanted to evaluate if experts were correct in their predictions. Related to this, we were curious to know which type of issues caused incorrect assessments. Second, we repeated the same scenarios in multiple waves: the objective was to analyze if specific geopolitical developments occurring between waves would change predictions, moving the needle on experts’ predictions

Stuxnet - et paradigmeskifte?

Cyberangrepet Stuxnet representerte noe helt nytt da det ble offentlig kjent i 2010. Angrepet viste at digital skadevare kunne sabotere funksjonaliteten til infrastruktur, forårsake alvorlige ødeleggelser og ikke minst fungere som et politisk pressmiddel. Dette kapittelet i boken "Cybermakt. En tverrfaglig innføring" belyser hvordan Stuxnet har påvirket hvordan stater benytter seg av cyberkapabiliteter i konflikt, og hvordan cyberoperasjoner oppfattes. Vi forfekter at angrepet representerer et paradigmeskifte, og bygger denne argumentasjonen på en analyse av operasjonen og dets etterspill. Utviklingen i cyberdimensjonen av konflikten mellom USA og Israel versus Iran, og dessuten andre staters opprustning av cyberkapasiteter, er også viktige bestanddeler i analysegrunnlaget. Skiftet gjelder bruk av cyberoperasjoner i konfliktsituasjoner og utvikling av offensive og defensive cyberkapabiliteter etter Stuxnet. Vi argumenterer i dette kapittelet at cyberoperasjoner kan benyttes som en alternativ måte å hevde sikkerhetspolitiske interesser på - ikke bare i gråsonen som et supplement mellom diplomati og militære virkemidler, men også som et substitutt til konvensjonell militærmakt.

Vurdering av Transnational Lawmaking Coalitions for Human Rights

Som et sterkt bidrag til den vitenskapelige ontologien av menneskerettighetsprosesser innen internasjonale studier, belyser artikkelen Transnational Lawmaking Coalitions in Human Rights en hittil undervurdert, men innflytelsesrik prosess der ikke-statlige aktører påvirker tolkningen og dermed implementeringen av menneskerettighetslovgivning. Gjennom en detaljert analyse av traktatorganenes lovgivningsprosesser presenterer Reiners en overbevisende fremstilling av hvordan det hun kaller "Transnasjonale Lovgivningskoalisjoner (TLC-er)", en uformell, men betydningsfull aktør, tydeliggjør menneskerettighetslovgivning og dermed strukturerer staters forpliktelser gjennom utarbeidelsen av generelle kommentarer. På tvers av grensene mellom mellomstatlige organisasjoner viser Reiners hvordan TLC-er oppstår i «mulighetsstrukturer» skapt av et tilbakevendende behov for å presisere menneskerettighetslovgivningen, kombinert med kronisk underfinansiering av traktatorganenes ekspertkomiteer (s. 55). En TLC dannes når minst ett medlem av ekspertorganet engasjerer seg med eksterne ekspertnettverk for å hente inn faglig støtte til utarbeidelsen av generelle kommentarer. Ifølge Reiners arbeider disse nettverkene utenfor de formelle prosessene og med begrensede ressurser, drevet primært av sosial kapital, faglig anerkjennelse og moralsk overbevisning (s. 57). Selv om TLC-ene mangler formaliserte prosesser for å inkludere interessenter, genererer de likevel tolkninger av menneskerettighetslovgivning som kan oppnå autoritativ status, i stor grad utenfor statspartenes kontroll og direkte innflytelse (s. 22–24). Som Reiners formulerer det, «oppstår» og «opererer» TLC-er innenfor de formelle organene, men de er verken formelle institusjoner eller direkte underlagt statspartene (s. 46). Dermed kan TLC-er forstås som aktører som utnytter et «smutthull» i menneskerettighetsarkitekturen, hvor ikke-statlige aktører får mulighet til å omgå fastlåste, formelle traktatforhandlingsprosesser (s. 142–143).
