Burden-sharing in NATO. The Trump effect won’t last
The Trump Administration has adopted a more confrontational and transactional approach to burden-sharing in NATO. It has threatened to “moderate” its commitment to the Alliance unless the European members increase their defence spending (US Mission to NATO 2017), and contribute more to out-of-area operations. Since President Trump entered the office, European defence spending has risen at a quicker pace, and the nature of the defence debate in Europe has changed. The Europeans are no longer debating whether they need to increase their spending; the questions discussed are how fast and how much. Is this evidence of a “Trump effect”, and will it last? This is the question addressed in this policy brief. Because it is hard to predict the future, we adopt an historical perspective.

Ingen vet hvilken utenrikspolitikk president Donald Trump vil føre, men det finnes i alle fall to hovedperspektiver: Det første perspektivet er at Trump vil være en formidabel «disrupter». Allianser og historiske forhold synes å bety lite. Trump har vært kritisk til en verdibasert utenrikspolitikk og internasjonale institusjoner, og har vist liten respekt for internasjonale spilleregler. USAs snevre egeninteresser settes foran alt annet. Trump ønsker for eksempel forsoning med Russland, men har samtidig lagt seg ut med muslimer, kvinner, eliter, pressen og sin egen etterretningstjeneste. I utenrikspolitikken har han vært konfronterende med Kina, kritisk til EU, sådd tvil om Nato, ser på mulighetene for å stoppe finansieringen av FN, og han er uklar på klimaspørsmål. Mange tror også at Trump vil kunne endre utenrikspolitikkens form og fremgangsmåte. Snarere enn diplomatiske konsultasjoner med partnere, vil han foretrekke drama, overraskelser, tvetydigheter, støtte og avskrekking, og han vil tvitre kontroversielle synspunkter på nattetid. Det andre perspektivet gir mindre grunn til uro. Vi vet at historiebøkene er fulle av politikere med store reformambisjoner, men i møtet med realitetene vil ofte store bølger ende som små krusninger når politikken skal settes ut i livet. Innad i USA finnes det institusjoner og mekanismer som vil kunne utvanne og avslipte Trumps politikk. The Rebalance to Asia Under Trump
Attempts to predict the future shape of President Donald Trump’s defence policy in the Asia-Pacific are a challenge, at best. Nevertheless, Patrick Cullen argues that, in contrast to early assumptions that he would initiate a more isolationist defence policy and break with the previous administration’s Rebalance to Asia policy, Trump is more likely to adopt a hawkish – if unpredictable – enforcement of the policy’s key defence objectives. Gauging whether the Trump administration will bring either change from, or continuity with, the military component of the Rebalance to Asia policy will require keeping an eye on each of the policy’s subcategories.
Political change and historical analogies
This article deals with how scholars, policy analysts and activists, striving to make sense of current political change, have turned to history for analogies and ideas for action. While it is encouraging to see the Trump presidency and other instances of upheaval leading to a strengthened interest in history, in academe and public life more generally, there nevertheless is a need to caution against facile appropriations of the historical record and the use of superficial similarity to legitimize political action. I discuss ways of historicizing the present, through some examples of historical analogies applied to the first months of the Trump presidency and other relatively current instances of change. I start with a discussion of historical analogies and concepts, stressing how they can be understood as both first order and second order constructs. Then I discuss the current usage of historical analogies and concepts as both first order and second order constructs, before I conclude.
