As the EU Global Strategy of 2016 is rather vague, the hope is that the Strategic Compass will help clarify the main purpose of the Common Security and Defence Policy (CSDP). The process has three stages: First, to formulate the first common threat analysis of the EU. Second, to agree on clear and achievable strategic objectives for the EU in order to strengthen the Union as an actor in security and defense. And third, to offer political guidance for both military and civilian crisis management planning. The process is divided into four baskets: crisis management, resilience, capability development, and partnerships.

In cooperation with the German Council on Foreign Relations, this webinar will explain and discuss the background, the progress, and the challenges the process is facing. We will also look at the broader strategic picture, related to e.g. NATOs upcoming revision of its Strategic Concept.

Speakers bio

Christian Mölling became research director of DGAP in February 2017. He also heads the Security and Defense Program. Before joining DGAP, Mölling held research and leadership positions with the German Marshall Fund of the United States (GMF), the International Security Research Division at the German Institute for International and Security Affairs (SWP), the Center for Security Studies at ETH Zurich, and the Hamburg Institute for Peace Research and Security Policy. He has been a visiting fellow at the European Union Institute for Security Studies in Paris, the Royal United Services Institute (RUSI) in London, and the Paris-based Fondation pour la recherche stratégique.

Florence Schimmel has been working as a research fellow in DGAP’s Security and Defense Program since July 2020. There, she works on the project “Building Blocks for a Sustainable Approach to EU Civilian Capabilities.” She had previously served as that program’s assistant since September 2019. Before joining DGAP, Schimmel worked for various chairs and communication agencies during her studies. She also completed internships in the analysis department of the Center for International Peace Operations, in the strategic international cooperation division of the German Federal Ministry of Defense’s in-house consultancy, and in the Security and Defense Program of DGAP.
