Summary
Cedric de Coning is a Research Professor in the Research group on peace, conflict and development at NUPI.
He co-directs the NUPI Center on United Nations and Global Governance, and the Climate, Peace and Security Risk project. He coordinates the Effectiveness of Peace Operations Network (EPON) and contributes to the Training for Peace programme, the UN Peace Operations project (UNPO) and several others. He is also a senior advisor for ACCORD. He tweets at @CedricdeConing.
Cedric has 30 years of experience in research, policy advise, training and education in the areas of conflict resolution, peacekeeping, peacebuilding and peace and conflict studies. Cedric has a Ph.D. in Applied Ethics from the Department of Philosophy of the University of Stellenbosch, and a M.A. (cum laude) in Conflict Management and Peace Studies from the University of KwaZulu-Natal.

A few weeks ago, peace operations across the world began swiftly adapting to prevent the spread of the COVID-19 disease. Missions have been forced to take unprecedented steps to cope with the coronavirus pandemic. These efforts may be just the beginning, and much more significant reductions and changes in the way these operations function may be needed over the coming months.
Pathways towards a revitalised Africa-Europe strategic partnership
The African Union and European Union were scheduled to adopt a new strategic partnership agreement at an AU-EU summit in October 2020, but it had to be postponed due to COVID-19 risks and related delays. This may be a blessing in disguise, as it gives the negotiators more time to adapt the relationship to COVID-19 and to craft an agreement that expands the focus, scope and scale of African-European relations for the next two decades.

Multilateral Cooperation and Climate-related Security and Development Risks
On 3 and 4 March 2020, a sub-regional meeting was hosted by Senegal and Norway in Dakar. The meeting formed part of an ongoing special initiative by African and Nordic countries to strengthen multilateral cooperation and a rules-based international order. The topic of this meeting was “multilateral cooperation to address climate-related security and development risks in Africa with a focus on Sahel”. COVID-19 will change the way the UN conducts peacekeeping operations in the future
The COVID-19 pandemic has significantly disrupted UN peacekeeping operations. In the short-term, activities have been reduced to the most critical, rotations have been frozen, and most staff are working remotely. Most of the missions have adapted remarkably well, but even more extreme changes are likely in the medium term, as the global economic recession that will follow in the wake of the virus may force UN peace operations to drastically contract in size and scope.

Between the African Union, European Union, OSCE, NATO and United Nations there are approximately 160,000 civilian, police and military personnel deployed in more than 50 missions. These missions have all been forced to take unprecedented steps to adapt and cope with the COVID-19 pandemic. This may be just the beginning and much more significant reductions and changes in the way these operations function may be needed over the coming months.

Multilateral cooperation in the area of climate-related security and development risks in Africa
Over the past decade the impact of climate change on people’s everyday lives have become tangible. Its effects have contributed to loss of human life, it has undermined livelihoods, destroyed infrastructure, harmed national economies and stressed state budgets. Across the globe, its impacts have contributed to widened gender inequalities in different contexts. Climate change is also transforming and redefining the global security and development landscape. The implications of climate change for security and development has become increasingly recognized within the United Nations (UN), African Union (AU) and Regional Economic Communities (REC). The framing of climate change in the security and development discourse is undergoing an important change. In some spaces it is moving away from seeing climate change as a security ‘threat,’ and instead frames it as climate-related security and development ‘risks’. This approach, which is also the approach we take in this paper, emphasizes that climate change must not be seen as predominantly external in its cause, but rather that it exposes and compounds risks that are inherent in social-ecological systems, – especially in fragile and conflict-affected environments.
