NUPI's Rights Retention Strategy (RRS)
Principles for Open Access to academic publications at the Norwegian institute of International Affairs (NUPI)
Open Access (OA) is important because it enables society to gain access to knowledge and benefits research and the individual researcher. With Plan S, Open Access is an absolute requirement for all projects receiving funding from the Research Council of Norway and the EU. The Ministry of Education and Research has stated that all research articles written by researchers affiliated with Norwegian institutions should be made openly available by 2024.
Academic publications from NUPI shall be made available either in publication channels with Open Access (Gold OA) or in the open academic repository NVA (Green OA). This policy allows publications in subscription-based journals to be made openly available upon publication.
With these guidelines the legal responsibilities connected to open access publishing are placed on the institution, rather than the individual researcher.
NUPI’s Rights Retention Strategy
NUPI is introducing a Rights Retention Strategy to make sure that all publications from NUPI are made available with Green OA.
As of 1 July 2025, the following applies:
Irrespective of the publication channel, full-text versions of research articles written by employees or students at NUPI must be uploaded (deposited) continuously in the national register (NVA).
- If a Gold OA channel has been used, the publisher’s PDF (the published version, Version of Record) must be uploaded.
- If a closed subscription-based channel has been used that does not allow self-archiving of the publisher’s PDF, the latest peer-reviewed manuscript version (the author’s accepted manuscript, “postprint”) must be uploaded.
- For publications published under a transitional agreement (read-and-publish agreement) with a publisher, the published version must be uploaded.
The requirement about uploading full-text versions applies to peer-reviewed articles in journals and anthologies. As a rule, NUPI wants authors to upload all genres of academic literature, including books (monographs), reports, policy briefs and research notes, popular science articles, newspaper articles and other research-based dissemination activities.
All full-text versions uploaded will be made openly available in the institution’s repository (NVA). Authors wishing to reserve themselves against the full-text version being made available in NVA may apply for an exemption.
By not applying for an exemption from the rule concerning Open Access, NUPI’s employees and students give the institution permission to make full-text versions available in the open research archive (NVA) under a Creative Commons license, in line with prevailing international practice within Green OA infrastructure.
With this policy NUPI wishes to point out to publishers of academic literature that the institution’s employees and students hereby give NUPI permission to make their academic works available online under a Creative Commons license, provided that the individual right to request an exception is not exercised.
The Director has the legal responsibility for interpreting this policy, resolving disputes about its interpretation and ensuring the processing of applications for exemptions from the rule concerning open access.
