Preventing terrorism through risk assessments – a UK perspective

How does the UK’s counter-terrorism strategy play out in in real-life, and what's the (potential) role of risk assessments in the prevention of terrorism? Marek Hubert, former academic and a current Police Officer, visits NUPI to talk about these issues.

The seminar starts at 12 (noon). Lunch will be served from 11.30.

Within the UK Government’s counter-terrorism strategy, the ‘Prevent’ strand concerns the prevention of terrorism and ‘radicalisation’. Risk assessments have become increasingly central to the work undertaken in the framework of Prevent, and two new and linked risk assessment tools are currently being trialed as part of counter-terrorism police’s implementation of the strategy.

To help us understand how parts of the UK’s counter-terrorism strategy plays out in in real-life and the (potential) role of risk assessments in the prevention of terrorism, Marek Hubert will provide a detailed overview of the life-cycle of referrals into Prevent Policing. He will explain the actual decision-making processes around cases, the options open to officers around concerning and/or escalating extremist behaviours, and the role of multisector cooperation.

Marek Hubert is a former academic and a current Police Officer. He works in Risk, Threat & Vulnerability within the Disruptions & Disengagement strands of the UK’s Counter-Terrorism Policing HQ. He is a part of the national team providing strategic leadership and operational oversight to the UK ‘Prevent’ network. Among his primary tasks are national and international capacity building on terrorism, extremism, hate-crimes, and serious organised crime, as well as assessing threat, risk & vulnerability within active Prevent cases.

The seminar is organized by the Consortium for Research on Terrorism and International Crime.
