This talk conceptualises international orders as entangled orders. More precisely put, they are entangled by circulations and transactions. Circulations are entanglements of material forces, foreground institutions and background understandings that are composed and put to use by different actor groupings again and again. Transactions are entanglements of positionings of these actor groupings, who, enacting their constituting circulations, durably relate to one another. 

Markus Kornprobst probes the analytical usefulness of this conceptualisation by inquiring into patterns of war and peace in the Horn of Africa since the end of the Cold War. His research seeks to make three contributions: bring assemblage theory and (a metaphorical reading of) quantum social science together, highlighting the heterogeneity and fluidity of international orders; inquire into a regional order – the Horn – that remains under-researched in International Relations; and re-evaluate widely taken for granted conflict resolution mechanisms such as the fixation on ‘root causes’.
