Arctic ambitions: Norway’s new High North strategy

Norway just released a new High North strategy to direct developments and meet challenges in a rapidly changing part of the world. The High North strategy is wide ranging and links domestic and foreign policy, from the biggest security questions to decarbonization to new roads and study programs in the north of Norway.
How does the strategy situate Norway and its northernmost countries in Arctic and global politics? What are the new priorities and signals in the strategy? And how will they be realized in practice in Norwegian foreign policy?
