Since 2019, the Central Asian states have repatriated about 2,100 of their citizens from Syria, Iraq, and Afghanistan, mainly women and children. Five years past, short-term results of repatriations and of subsequent programming are evident. Although there is a similarity between national approaches, each country in the region has chosen its path in this process based on shared beliefs, fears, hopes, and available resources. 

This talk will discuss the extent of variability among approaches towards repatriation, rehabilitation, and reintegration of in Central Asia, as well as how such variability might impact short- and long-term outcomes. It will also consider to what extent practices developed in Central Asia could be applicable elsewhere beyond the region.

Dr Elena Zhirukhina is a G@V Marie Curie Fellow at the Ca' Foscari University in Venice. Her area of expertise is in countering terrorism and transnational organised crime with a regional focus on Europe, Russia, the Caucasus, and Central Asia. Elena obtained her PhD at the University of St Andrews and later held various academic positions in Kazakhstan, Kyrgyzstan, the Czech Republic, and Italy.

The seminar will be opened by Julie Wilhelmsen, Research Professor and Head of the Research Group on Russia, Asia and International Trade at NUPI.
