Webinar: Coalition of the Willing for Ukraine: A Multinational Force in the Making
In March 2025, UK Prime Minister Keir Starmer and French President Emmanuel Macron announced the creation of a Coalition of the Willing in support of Ukraine. To address this gap, we have asked leading national experts from 18 countries to write short, two-page policy briefs to answer that question.
The briefs examine:
- conditions for the deployment of the Multinational Force Ukraine
- the roles these forces would be expected to perform (defensive or offensive)
- red lines imposed by national governments
- the specific capabilities each country could realistically contribute
These are complemented by two additional briefs offering perspectives from Ukraine and the United States.
During this online launch event, experts from Estonia, Finland, France and the United Kingdom will share their national insights and reflect on the overall picture. A Q&A will follow, with authors of several other briefs also present.
Together, the briefs form the first comprehensive analysis of the Coalition of the Willing and a possible Multinational Force Ukraine. The introductory brief brings together the main findings and offers recommendations for policy-makers.
