Working paper on EU’s policies and instruments for PVE
This working paper maps and analyses the toolbox of the EU and a handful of European countries by providing a comprehensive overview of existing measures aimed at preventing violent extremism (PVE) within and outside the EU. It lists the institutional set-up, the decisionmaking processes and coordinating practices at both the EU and state levels. In addition to an analysis of counter-terrorism and PVE strategies at the level of EU institutions, the toolbox of four EU member states (Germany, France, Ireland, Spain) and one former member state (UK) is analysed because of their particular experiences with and competences in the area of prevention of violent extremism.
China’s EU policy in the pandemic era: A new normal?
During the pandemic era, media reports and leaks indicate a growing assertiveness from China towards the EU. Is this a sign of a new normal in China's EU policy of something else entirely? To devise an appropriate response, the EU should contrast this perceived assertiveness with China's long-term interests. In all, assertive behavior undermines Chinese policy goals, which hints that there may be other considerations guiding these Chinese representatives.
Den flerhodede dragen – Mot en ny modell for kinesisk utenrikspolitikk?
Societal development in China in the past few decades has made pluralism a central feature in the way Chinese policy is decided and implemented. Old formal actors are now facing competition from new, informal actors in both public and civil spheres. As a consequence, China’s formal foreign policy is now but one of many voices outwards. On the basis of a systematic description of important actors and lines of governance in today’s China, in this article I argue that the state of affairs can be described as «pluralized authoritarianism». The model is illustrated with an analysis of China’s behaviour in the South China Sea in the period 2007–2012.
