Summary

Per Erik Solli is Senior Defence Analyst in NUPIs Research group on security and defence. Solli also holds positions at Nord University and the Norwegian Joint Headquarters (NJHQ).

He holds a Master in International Relations Pi Sigma Alpha from Auburn University, and a Master in Military Operational Art and Science from the U.S. Air Force Air Command and Staff College. Solli is a graduate of the Senior Executive Course at the Norwegian National Defence War College.

Solli is a retired Colonel from the Royal Norwegian Air Force. He started his career as an F-16 pilot and served in several service and joint staff positions. His last military assignment was defense attaché to the Netherlands, Belgium, Denmark and Luxemburg. Solli's previous assignments include staff officer in the Norwegian Defence Minister's Expert Commission on Security Policy, Senior Military Advisor at NUPI, visiting fellow at the Institute for National Strategic Studies (INSS) in the National Defense University (NDU) in Washington D.C., and visiting fellow at the Institute of Defence and Strategic Studies (IDSS) in S.Rajaratnam School of International Studies (RSIS) in Singapore.

Solli's main areas of expertise include security and defense in the Nordic region and Northern Europe, safety and security in the Arctic, military trends in the Indo-Pacific region, and armed conflicts in the Middle-East.

Networked defense in the Indo-Pacific: Deepening security and defense relations between Australia and Japan and the role of Norway

The Indo-Pacific security architecture is developing into a more networked constellation involving a combination of overlapping bilateral, trilateral, minilateral and multilateral arrangements. Deepening defense cooperation between Japan and Australia parallels Europe and Norway’s heightened engagement and presence in the Indo-Pacific region. Norway’s engagement in the Indo-Pacific involves gaining deeper insight into a region of increasing strategic importance and the opportunity to promote its own defense industry. This research was supported by the Norwegian Ministry of Defence, through the project ‘Japan’s Shifting Role in Regional Defence and Global Security’.

Storbritannias Strategic Defence Review 2025

Storbritannias Strategic Defence Review 2025 (SDR25) er en del av en gradvis prosess hvor øystaten knytter seg sterkere tilbake til Europa igjen. Etter Brexit satset Storbritannia på en global rolle med strategien «Globale Storbritannia», særlig rettet mot Asia-Stillehavet. Etter Russlands invasjon av Ukraina i 2022 endret fokuset seg mot europeisk sikkerhet. Den nye strategien SDR25, lansert i 2025, styrker både militær og sivil beredskap, med vekt på modernisering, teknologi og samarbeid i NATO. Storbritannia planlegger å øke forsvarsbudsjettet til 2,5 prosent av BNP, men møter press for å gjøre mer. Samtidig opprettholdes global tilstedeværelse, blant annet gjennom militæroperasjoner i Stillehavet.

Global militær integrasjon i Indo-Stillehavet

13 marineskip og 84 militærfly og helikoptre fra Europa deltok på øvelser og i operasjoner i Indo-Stillehavet i 2024. Hvorfor var en så stor militær styrke fra Frankrike, Italia, Nederland, Spania, Storbritannia og Tyskland på den andre siden av kloden i fjor? Hvorfor skal det norske Sjøforsvaret og Luftforsvaret delta på øvelser i Indo-Stillehavet i år? Dette diskuterer NUPI-analytiker Per Erik Solli i denne fagartikkelen. Global militær integrasjon i Indo-Stillehavet

Kinas militære opprusting, mer provoserende adferd mot nabostater, og økende grad av samarbeid med Russland, Nord-Korea og Iran har vært katalysatorer for tettere militær integrasjon mellom stater i flere verdensdeler som alle har en felles interesse av å balansere Kina. Den sikkerhetspolitiske dialogen og det militære samarbeidet i Indo-Stillehavet foregår ikke innenfor rammen av en internasjonal organisasjon eller allianse, men i all hovedsak mellom stater i både Asia, Stillehavet, Nord-Amerika, Sør-Amerika og Europa. Nasjonalstatene har inngått et stort antall bilaterale, trilaterale og multilaterale avtaler som har resultert i fremveksten av et omfattende og komplisert sikkerhetsnettverk i Indo-Stillehavet. Samvirket på tvers av landegrensene skjer i hovedsak i rammen av en rekke flernasjonale militære øvelser i Indo-Stillehavet. I tillegg er det et samarbeid innen forsvarsindustrien. Forsvarssamarbeidet resulterer i en stadig økende grad av integrasjon og interoperabilitet, som igjen legger forholdene til rette for å kunne etablere militære ad hoc koalisjoner ved behov. Differentiating Hybrid Threats against the High North and Baltic Sea regions

Russia’s grey-zone threats and actions are a major concern for bordering countries who are on the receiving end of such actions, both physical and cyber. This policy brief examines how such hybrid threats affect countries in the High North and Baltic Sea regions and evaluates the challenges related to response and countermeasures. NATO's policy is that the member nations are responsible for building resilience and responding to hybrid threats or attacks. To avoid invalid interpretations or paralysis in assessment and response to such complex and diverse threats, they should be differentiated and dealt with separately rather than boxed into a wide cognitive basket. This Policy Brief is part of the project ‘Norway as an in-between for Russia: Ambivalent space, hybrid measures’ financed by the Norwegian MoD.

Deterrence and (Re)assurance in the High North – Finland and Norway Compared

- Finland and Norway are both frontline states to Russia with a similar deterrence and defense strategy. - Finland’s geopolitical position as a frontline state is mainly defined by the long land border to Russia. Norway is predominantly a maritime frontline state. - Norway is both a frontline state and a rear area for staging support to military operations in the Nordic Region. - Geography is a factor influencing the different approaches in Finland and Norway to foreign military activity near Russia. Also, proximity to nuclear forces and test areas.
