Dorthea Gradek is a Research Fellow in the Research group on security and defence.
She is primarily researching space governance and the EU's space policy, European integration and international space cooperation between the EU and Norway.
Dorthea has previously been a Visiting Research Fellow at NUPI through the Norwegian Space Agency, where she researched trends in the EU’s space policy and the evolving balance between space for climate and sustainability and security and defence. Through this, her research focused on the relationships between the EU, its member states and closely integrated third-countries, like Norway.

This brief examines the renewed Norwegian-German partnership in space and its strategic importance for Norwegian foreign policy and the country’s space ambitions. The analysis explores how the partnership reflects Europe's push for strategic autonomy and assesses how Norway can leverage its unique space assets to secure a stronger role in European space cooperation despite being a non-EU member. German Chancellor Friedrich Merz’s first visit to Norway at Andøya Spaceport in March 2026 kicked off a new ambition for Norwegian-German cooperation in space, with a focus on space-based surveillance, secure satellite communication, and launch capabilities from the spaceport. The partnership shows new signs of conceptualizing space as a highly cross-sectoral domain where joint capacity-building is needed. Where Germany brings industrial scale and technological breadth, Norway contributes with specialized expertise, research environments, and a unique geographic position for space activities in the High North. The partnership could strengthen Europe’s competitiveness and security, but its success will depend on navigating EU regulations governing third-country participation, ensuring long-term Norwegian investment and engagement, and establishing pathways for collaboration. The collaboration with Germany has the potential to position Norway as a leading Arctic spacefaring nation and a key partner to European in space.
Room for Change? Premises of the EU's Space Policy
Since 2009, the EU’s space policy has, to a large extent, been grounded in principles linked to the EU’s climate and environmental agenda, based on a peaceful orientation toward the use of outer space. The ongoing transformation in Europe, where geopolitics has greater momentum, can be described as a shift away from the EU as a normative space actor, which has been the institutionalized premise of the EU’s space policy. The article problematizes the fact that, despite increased attention to security and defense in space policy, this shift does not materialize in practice. Drawing on institutional theory, the article discusses the factors that sustain stability and prevent rapid change, explaining how continuity in the EU’s space policy makes transformation difficult. Based on the EU’s two space strategies from 2016 and 2023, as well as interviews with space policy bureaucrats within the EU system, the article analyzes whether security and defense have become strengthened premises of the EU’s space policy. The findings are based on traceable structural and strategic shifts that may indicate significant change. The article further examines how the lack of operationalization in the EU’s space strategies, internal political disagreement among EU member states regarding the EU’s mandate, and technological lock-ins in the development of space capabilities challenge the EU’s ability to implement its defense and security agenda in its space policy. The findings show that the EU is not able to implement new security and defense ambitions in its space policy at the expected pace of the political leadership.
Developments in EU space policy: challenges and opportunities for Norway
EU space policy is undergoing change. Its growing prioritisation of security and defence creates uncertainty regarding Norway’s role and opportunities in EU space activities. These changes will take time, but opportunities for continued Norwegian engagement lie in strategic positioning, strong security and defence industrial relations with the EU, and in Norway being perceived by the EU as a like-minded and reliable partner. In particular, the EU’s intention to streamline its model for cooperation with third countries may challenge Norway’s position as a particularly closely integrated participant in EU space activities. This policy brief builds on an article published in the journal Internasjonal Politikk entitled "Room for change? The premises of EU space policy". The article was written while the author, Dorthea Gradek, was a trainee at the Norwegian Space Agency. The analysis, findings and recommendations in this policy brief are based on 23 interviews with officials working within the EU space bureaucracy, including staff in the COREPER subgroup, the European Commission, agencies under the European Commission, and the permanent representations of European countries to the EU.

This report was commissioned by the Ministry of Trade, Industry and Fisheries to inform decisions about Norway’s continued participation in EU space activities for 2028–2034. It does so by evaluating the benefits for both Norway and the EU of continued Norwegian participation. The report situates the discussion within a broader context, considering not only direct economic gains but also how political, technological and security developments have transformed the conditions for space activities, space policy, and Norway’s role in Europe’s evolving space landscape. Norway is deeply dependent on well-functioning space capacities, both for societal and defence-related purposes. Space-based services have become critical infrastructures with few substitutes, underpinning key sectors of the Norwegian economy, everyday services, public administration, and military systems. The increasing criticality of space is not unique to Norway but reflects the deep embeddedness of satellite-based services in modern societies. At the same time, the politics of space have grown more tense and contested. Space is increasingly embedded in power politics, strategic competition and concerns about resilience. For small states like Norway, the high costs and complexity of space activities mean self-sufficiency is unfeasible, and cooperation necessary. On the civilian side, this cooperation has mainly been oriented towards European cooperation, in the European Union's Space Programme (2021-2027) and in the European Space Agency (ESA). In a changing geopolitical context, the EU has assumed a stronger and clearer role as a security policy actor. Resultingly, its space policies are changing and are now closely tied to the EU’s ambitions for strategic autonomy and a stronger role in security and defence. This shift blurs the distinction between the EU and ESA, and between civilian and military aims and capacities. Closer and more integrated European cooperation on space ties EU member states more closely together but it also sharpens boundaries between the EU and other countries. At the same time, there is a major restructuring under way in how the EU finances and organizes its efforts in the space sector. This backdrop places Norwegian space policy in a new and demanding context. This report examines the consequences of these developments for Norway, and how they change the framework conditions for Norwegian space policy and participation in the EU’s space activities. The report is structured around the following overarching research questions: Where is Europe’s space policy heading? What is Norway’s role in this development? What are the benefits of Norwegian participation in the EU’s space activities? And what are the alternatives to continued Norwegian participation in the EU’s space activities for the period 2028–2034? The report finds that participation in EU space activities (2021-2027) has been highly beneficial to Norway, providing essential services and integration into a broader European ecosystem for technology development, exports and learning. At the same time, the EU also benefits from Norwegian participation: Norway offers niche expertise, unique Arctic capabilities, and northern ground infrastructure that are costly or difficult for other European states to replicate, thereby strengthening European competitiveness and resilience. Looking ahead to 2028–2034, non-participation would weaken Norway’s access to key data, services and information, undermine the position and competitiveness of Norwegian space industry, make an ambitious national space policy harder to pursue, and risk an erosion of space competence. For the EU, it would mean having to replace or go without Norwegian capabilities and resources. For both parties this is a suboptimal outcome.
