Is Russia’s Arctic policy developing in a more confrontational direction? Or will it remain conducive to constructive cooperation with other states in the region, thus preserving the Arctic as a distinct policy field characterized by more cooperative and less confrontational approach? These are among the questions NUPI’s new NORRUSS-funded project “Can cooperative Russian and Western Arctic policies survive the current crisis in Russian-Western relations?” will seek to address. The seminar serves as a launch of the new project and a stock-taking of the current status in Russian Arctic policy.
