NUPI Ukraine Centre

The war in Ukraine reshapes Norwegian and global politics and impacts on the shape and practice of global governance. So far, Norway has provided substantial support to Ukraine, and the government has decided to allocate NOK 85 billion per year through 2028 under the Nansen Programme, of which NOK 70 billion is military support and the remainder goes to development assistance.

Norway is also taking part in planning a Coalition of the Willing, but it remains unclear whether and how Norway will participate in any potential multinational force to secure the peace when it comes.

At the same time, there is still not enough knowledge about Ukraine and how Ukraine affects Norwegian foreign policy. The Centre will encompass various empirical themes and theoretical perspectives.

The NUPI Ukraine Centre will serve as a hub for NUPI’s Ukraine-related research and reflect the breadth of our work. Focus areas will include, among others:

• The impact of the war in Ukraine on Norwegian, European, and global security policy
• The role of civil society, anti-corruption efforts, and developments in Ukrainian governance
• Trends in Ukraine’s willingness to defend
• Interaction between the Ukrainian and European defence industries
• Organization of military support to Ukraine
• Organization of assistance and support for reconstruction
• Critical vulnerabilities and the protection of critical infrastructure
• Developments in regions occupied by Russia
