Standby security arrangements and deployment setbacks: The case of the African Standby Force
The African Standby Force (ASF) is a key mechanism for advancing African agency in addressing the continent’s peace and security threats. The African Union (AU), regional economic communities (RECs) and regional mechanisms (RMs) have previously deployed stabilisation missions and ad hoc security initiatives (ASIs). Yet these deployments don’t strictly reflect the principles envisaged in the original ASF make-up and authorisation processes. In this report, the authors argue that the future of the ASF future should be seen as an opportunity for the AU and RECs/RMs to standardise the quest for African agency and adopt an agile approach that aims for better partnerships between the RECs, ASIs and member states.
The Sheikh versus the president: the making of Imam Dicko as a political Big Man in Mali
Under opptakten til militærkuppet i Mali i august 2020 steg Imam Mahmoud Dicko frem som en av landets mektigste politiske skikkelser. Men hvordan kunne en religiøs leder oppnå en slik posisjon i et land hvor politikk er ansett som en ‘møkkete’ affære og den sosiale kapitalen til religiøse ledere er bygget på at de fremstår som fromme og ærlige menn som holder avstand til politikk? Inspirert av arbeider innenfor Afrika-studier som gjenfortolker det klassike ‘Big Man’ konseptet til Marshall-Sahlins, følger denne artikkelen Dickos ‘politiske’ karriere. Forfatterne dokumenterer både hans feiltrinn og hvordan han gradvis lærte seg hvordan han kunne øve betydelig innflytelse uten å forringe hans image som en from og gudfryktig mann. Basert på denne analysen argumenterer forskerne for at Dickos hybride blanding av teologi og politikk har ledet hans tilhengere inn i et nytt politisk felt hvor både hans religiøse tilhengere og den sekulære opposisjonen kunne føle seg hjemme. Dette har åpnet et nytt felt hvor Salafi-inspirerte aktører kan navigere mellom opposisjon og samarbeid både med staten og sekulære krefter.
The end of stability - how Burkina Faso fell apart
Burkina Faso var lenge ansett som en oase av stabilitet i en konfliktfylt del av Afrika. Det er ikke tilfelle lenger. Islamske opprørere inspirert av jihadisk teologi har tatt over stadig større landområder. En årsak er spill-over-effekter fra tilsvarende konflikter i nabolandet Mali, men forfatterne hevder også at det plutselige fallet til det gamle regimet til Blaise Compaoré også er del av forklaringen på hva som har skjedd i Burkina Faso. Artikkelen viser hvorledes Burkina Faso ble navigert unna konfliktene i nabolandet av hva vi kaller en ‘Big Man’ dyp stat bygget opp rundt formelle og uformelle regimesikkerhetsnettverk. Når denne dype staten forsvant da regimet til Compaoré ble kastet i et folkelig opprør, var grunnen egentlig beredt for at jihadistiske opprørere kunne gjøre et inntog. Gjennom forfatternes studie av denne prosessen, prøver nde å komme til en bedre konseptuell forståelse av hvorledes svake stater faktisk styres, og hvordan noen ledere av slike stater klarer å holde seg ved makten over lang tid, og hva som kan skje når slike ledere til slutt blir kastet fra makten.

Illegal, unreported, and unregulated (IUU) fishing is a social, economic and environmental problem. It undermines management and drives the depletion of fish stocks, threatens food security, and drains valuable resources from the economy. In recent decades, efforts have been made to build an international regime that can curb IUU fishing. However, implementing this regime and stemming the tides of IUU fishing remains challenging. At the center of this challenge is the necessity to create capacity in states for the monitoring, control, and surveillance (MCS) of fisheries. Monitoring fisheries means measuring fishing effort characteristics and resource yields continuously. The control of fisheries concerns the establishment of regulations for exploiting resources. Surveillance refers to the measures to secure compliance with regulatory controls.
