Arktis

Spørsmål knyttet til utnyttelsen av naturressurser i nord, særlig energi og fisk, dominerer NUPIs forskning på Arktis.

I tillegg står sikkerhetspolitikk sentralt.

The Arctic Council and US domestic policymaking

One widely recognized achievement of the Arctic Council and its various working groups has been the production of collectively generated assessments on Arctic problems. Assessment reports such as the Arctic Climate Impact Assessment (ACIA) provide an important baseline of shared knowledge for making collective circumpolar policy recommendations. But how does the knowledge produced through Arctic Council working groups figure into the policymaking of the Arctic states? This is an important question for understanding Arctic politics and the relationship between national decisionmaking and international relations more generally. Much of what the Arctic Council produces is in the form of recommendations, declarations of intent, and commitments to "best practices" in areas of shared interest and activity. While in recent years the Council has produced three binding agreements covering specific functional areas—search and rescue (2011), oil pollution preparedness and response (2013),and science cooperation (2017)—much ongoing Arctic collaborative work falls outside of these areas. This policy brief explores how science/policy outputs of and discussions at the Arctic Council fit into the Arctic political discourse of the USA, with an emphasis on key actors within the executive branch: the White House, the Department of the Interior, and the Environmental Protection Agency.

Reactive Power EU: Russian Aggression and the Development of an EU Arctic Policy

There are many factors driving the development of European Union (EU) foreign policy. While much of the literature focuses on how particular interests, norms or internal processes within Brussels institutions, this article sheds light on the role of external factors in shaping EU foreign policy through an in-depth examination of the recent development of EU Arctic policies. We find that increased Russian aggression, not least in Ukraine, is key to understanding why the EU recently has taken a strong interest in the Arctic. In a more insecure environment, Member States are more prone to develop common policies to counter other powers and gain more influence over future developments, especially as it relates to regime-formation in the Global Commons. In effect, the EU demonstrates a kind of reactive power when it comes to dealing with new geopolitical threats.

Stormaktsinteresser og sikkerhetspolitiske utviklingstrekk i Arktis. Mulige implikasjoner for Norge

Norway and Russia in the Arctic: New Cold War Contamination?

The standoff between Russia and the West over Ukraine has already obstructed cooperation across a range of issues. Could it also affect state interaction between Norway and Russia in the Arctic—an area and a relationship long characterized by a culture of compromise and/or cooperation? Here we start from the theoretical premise that states are not pre-constituted political entities, but are constantly in the making. How Russia views its own role and how it views other actors in the Arctic changes over time, calling for differing approaches. That holds true for Norway as well. To clarify the premises for interaction between Russia and Norway in the Arctic, we scrutinize changes in official discourse on Self and Other in the Arctic on both sides in the period 2012 to 2016, to establish what kind of policy mode—“realist,” “institutionalist,” or “diplomatic management”—has underlain the two countries’ official discourse in that period. Has Norway continued to pursue “balancing” policies undertaken in the realist mode with those in the diplomatic management mode? Which modes have characterized Russia’s approach toward Norway? Finding that realist-mode policies increasingly dominate on both sides, in the conclusion we discuss how the changing mode of the one state affects that of the other, and why a New Cold War is now spreading to the Arctic.

How the New Cold War travelled North (Part I) Norwegian and Russian narratives

The standoff between Russia and the West over Ukraine has already obstructed cooperation across a range of issues. Could it also affect state interaction between Norway and Russia in the Arctic—an area and a relationship long characterized by a culture of compromise and cooperation? In two policy briefs we examine changes in how Russia and Norway have approached each other in the Arctic in the period 2012–2016. This first brief presents the development of official Norwegian and Russian narratives on the relations between the two countries in the Arctic. Such narratives stipulate logical paths for action. Showing how Norwegian and Russian policies have changed in line with these narratives, we conclude that what some refer to as “the New Cold War” is indeed spreading to the Arctic.
